A neighbor in the neighborhood reports that construction on the Seattle owned dispensary has begun in Davenport, Iowa:

Have a Heart Compassion Care was offered licenses to operate in Council Bluffs and Davenport. Iowa Cannabis Company would operate in Waterloo.

Have a Heart officials told The Quad-City Times it plans to renovate the former Kelly’s Irish Pub & Eatery at 2222 E. 53rd St., Davenport.

The Times also reported an attorney representing Matt Stern, owner of the medical cannabis shop Nature’s Treatment of Illinois in Milan, has filed an injunction seeking to stop the state from issuing the Davenport license. Mr. Stern had sought to build a dispensary in Eldridge.

Permits will be required to buy medical marijuana. Sales would start by Dec. 1.

The Des Moines Register has some insight on what to expect from the end result of this construction. Patients are expected to have modern and secure 21st century offices to get safe access to their medications, a far cry from the back alley deals the unregulated black market used to provide:

“It’s going to probably remind you of a combination pharmacy and doctor’s office,” he said.

Customers will enter via a vestibule staffed by a security guard, he said. The guard will check to ensure each customer has a state-issued card allowing them to purchase medical cannabis products. If they do, they will be let into a waiting room. From there, they will be called into a back area, where they will meet with staff members who can help them choose a product, such as an oil, cream or gel capsule. The stores will not be allowed to sell smokeable marijuana.

MedPharm is the only company that has been granted a permit to grow marijuana and process it into medications. The company is setting up a $10 million facility in a converted warehouse in southeast Des Moines.
