HF 990 and HF 995 – Medical Cannabidiol

Dear Representative VACANT,

House File 990 / House File 995 (Medical Cannabidiol)

House File 990 and House File 995 are on the House Debate Calendar today 4/17/2025.

Please stop forcing Iowans to violate federal drug law to participate in this program.

Use of a schedule I controlled substance is not just a medical issue, it is also a legal issue.  The Medical Cannabidiol Board has been requesting a legal task force for the past three years.  Federal drug law provides a registration for any purpose that is consistent with public health and safety.  21 U.S.C. § 822(d).  The board wants legal experts to prepare the application.

Legislators have sworn oaths to defend the laws and Constitution of the United States.  Iowa Constitution, Article III, Section 32

HF 990 and HF 995 refer to Chapter 124E, the medical cannabidiol act.  An amendment to the medical cannabidiol act in 2020, HF 2589 § 31, directed the department of health to request a federal waiver for the state medical cannabis program, Chapter 124E.  2020 Acts ch. 1116, § 31.  The department filed the request and has not received a response.

  • In December 2022, the medical cannabis board requested legislation establishing a legal task force in its Annual Report to the legislature for the 2023 session.
  • In December 2023, the medical cannabis board requested legislation establishing a legal task force in its Annual Report to the legislature for the 2024 session.
  • In December 2024, the medical cannabis board requested legislation establishing a legal task force in its Annual Report to the legislature for the 2025 session.

Please take this matter to heart.  Show respect for law and order.  Thank you.
