The webinar guests answered my question saying states will need to play a role in standing up to defend their state laws surrounding cannabis.
Of interest to note, the webinar discussed efforts in Ohio by lawmakers who passed laws to reverse and restrict the voter approved cannabis laws out there. Apparently an Ohio law review article states that one attorney reads the Ohio Constitution as forbidding lawmakers from passing laws that counter the voters intent. So, litigation may reverse Ohio lawmakers restrictions out in Ohio. I don’t really care about state laws if they aren’t talking about federal exemption, but a lobbyist friend of mine who was national activist of the year for Young Americans for Liberty, and my roommate during a US Senate campaign race I worked on in Georgia in 2020 during a special election, has been asking me for updates on Ohio, where he lobbies on issues, so I passed that word along to him.
