HB 1065, A Bill To Felonize Medical Cardholders, Defeated 4-3

Senator Smith prior to the bill being defeated said:

“This is another form of medicine. While it’s not a prescription it’s a permit to have it.”

Then why is cannabis classified as Schedule I? Minnesota has it scheduled Schedule III. Why the conflicting laws in South Dakota?
