Summer 2026 Cannabis Licensing Opportunities: Nebraska and Missouri
As this summer heats up, so are new cannabis licensing opportunities. Licenses for both Nebraska’s medical program and Missouri’s hybrid adult-use/medical program will be available this summer, with licenses slated to be awarded in the early fall.

Nebraska Medical Cannabis Product Manufacturing Licensing
Nebraska has opened applications for its inaugural set of product manufacturing licenses for its medical cannabis program.
- Licenses Available: Four Product Manufacturing Licenses
- Application Window: June 24, 2026 to July 20, 2026
- Application Fee: TBD
- Submission: Via email or physical mail-in submission to the Nebraska Medical Cannabis Commission (NMCC)
- License Award: Qualified lottery, timing TBD
Because flower is not a permitted product in the state, the Product Manufacturing licensees will play a crucial role in the success of the State’s medical cannabis program.
Importantly, cannabis licenses are only available to individuals or entities that are majority-owned by Nebraska residents, and, if an entity, whose officers and directors are Nebraska residents. Applicants must demonstrate that the relevant Nebraska residents have resided in Nebraska for no less than four years immediately preceding the application.
Additionally, interested applicants should be aware that the NMCC may request Product Manufacturing licenses to be responsible for transporting cannabis or cannabis products.
The medical cannabis program is currently operating under Emergency Regulations, which are set to expire on July 15, 2026. These Emergency Regulations can be extended for another 90 days, so applicants should be mindful there may be some changes to the regulatory requirements in the State as the regulations are finalized.
