WeedPress: The Paper Trail
WeedPress exists to document and scrutinize South Dakota’s medical cannabis program — a voter-approved, fee-funded, regulated industry governed by SDCL Chapter 34-20G and ARSD Article 44:90 — through public records, statutes, official filings, and verifiable facts. Our mission is patient-first program integrity, transparency, and accountability. Licensed establishments operate by public permission; legitimate oversight is a civic function, not optional.
This doctrine governs all WeedPress reporting and analysis. It is published openly so the public, regulators, licensees, and courts understand our standards.
Core Principles
• The Record Governs: All reporting relies on primary public sources (DOH records, court filings, settlements, campaign disclosures, ethics complaints, inspection reports, and other official documents). Opinion is clearly labeled as such.
• Oversight, Not Personal Dispute: Coverage of any individual is strictly limited to their official role in a licensed entity, public office, or regulatory process. Personal framing is avoided.
• Protected Public-Interest Journalism: Publications address matters of legitimate public concern involving regulated industries, program integrity, patient outcomes, taxpayer resources, and candidate fitness.
• Separation from Legal Proceedings: Any ongoing protective-order, civil, or other legal proceedings are treated as entirely separate. Publications are not intended to influence, pressure, or interfere with any court matter.
• Learned from Past Error: Prior personal mistakes in political communication are acknowledged. They inform stricter adherence to records-based discipline and method over impulse.
Key Triggers for Deep-Dive Inspection and Oversight
WeedPress initiates or expands oversight when public records or credible information indicate potential issues in the regulated program. Primary triggers include:
• Lack of transparency in licensed operations, compliance reporting, or public disclosures.
• Reports of dishonesty from whistleblowers, former employees, or industry participants, when supported by or cross-checked against public records.
• Public tips received by WeedPress journalists, provided they can be independently verified through official sources.
• Patterns of abuse of power, regulatory capture, conflicts of interest, or personal bullying that intersect with licensed activities or public duties.
Reputation, rumors, or unverified claims are never reported as fact. All such information is subjected to rigorous verification against public records and must demonstrate clear relevance to program integrity, patient protection, or regulatory compliance before any coverage.
Operational Standards and Guardrails
• Verification Standard: Every claim undergoes independent confirmation via public records or official channels before publication. Unverifiable material is excluded.
• Standard Disclaimer (applied where appropriate): “This is a public-records review of licensed operations, regulatory compliance, or political candidacy under South Dakota law. Separate legal proceedings are not intended to be influenced by this publication.”
• Cooling and Review Protocol: High-visibility drafts receive at least a 24-hour review period focused solely on factual accuracy and statutory alignment.
• Transparency Reciprocity: Subjects of oversight are invited to provide on-the-record responses or corrections, which are logged and considered.
• Self-Audit Commitment: Quarterly internal review ensures continued adherence to this doctrine and alignment between emotional drivers and published record.
• Endurance Focus: Oversight is a long-term public service. Sustainability of accurate, fact-based reporting is protected.
This doctrine is a living document. It will be versioned and updated transparently. By publishing it publicly, WeedPress commits to operating at the highest standards of journalistic responsibility while fulfilling the public’s right to know about the integrity of a voter-created cannabis program.
